Yesterday on 02/04/2025, I received the final completed structural report that was conducted at my residence by RDA Consulting Engineers (project #RDA240129) for the Dixon Residence located at 4470 22 ST NE Naples, FL. 34120. Thank you Donald Schrotenboer! I do have to say that I'm very disappointed with the report overall and I'm not talking about their "Conclusion" that was deemed by RDA & Vibra-Tech. For these two professional companies having 8 months to work on this project there are numerous issues with this report. This report contains a multitude of incorrect information, misinformation, incomplete information, and pertinent information that is not being provided or documented in this very critical report.
SUMMARRY OF QUESTIONS: (Pertaining to the DIXON residence only)

- "home owners have claimed that the disturbances began on September 14, 2023". (my opinion, this blast caused the initial damage/cracks on my residence and additional cracks with subsequent blast) ***On 02/01/2024 at the CCPC meeting both the SR846 Land Mine representatives & Commissioners all agreed that the blast effects would be extremely significant and felt by the residents.
- RDA/Vibra-Tech documented and based all their research and findings of the Dixon residence with a location of 16,782-20,077 feet/ 3.18-3.8 miles from the SR 846 Land Mine? How is it that the Dixon residence is immediately next door to the Hussmann residence and his location documented by RDA/Vibra-Tech is 6906-9785 feet/ 1.3-1.85 miles from the SR 846 Land Mine? ***If RDA/Vibra-Tech does not even know or have my correct location, how can any of their research/findings be validated?
- It was told to Dixon both via email & phone that the Seismic company that was going to be hired which turned out to be "Vibra-Tech" (which was never revealed to me until now in this final report) was going to be a 3rd party, non biasis, non affiliated relationship with the SR 846 Land Mine. Please explain how it is that "GeoSonics" who represents the SR 846 Land Mine is the same company as "Vibra-Tech"? http://www.

- There was more pictures taken of the Dixon residence damage/cracks then what was presented in the final report. All the pictures in the report state stress cracks? (my opinion I agree, stress cracks from continual blasting. On 07/02/2024 during the inspection visit by RDA consultant "Michael Ifrim", a comment was made that the cracks/damage do appear to be more then just standard settlement cracks BUT "Michael Ifrim" did state that lets wait and see what the findings are to be more definitive. *** On 07/16/2024 "Michael Ifrim" while performing the house inspection at "Heather Wallace" residence located at 1580 47TH AVE NE there was a blast conducted that day in the presence of "Michael Ifrim", "Heather Wallace" & a unrelated 3rd party A/C contractor were witness, present, and experienced that blast first hand. According to the statements by "Heather Wallace & the A/C contractor, "Michael Ifrim" stated that it felt like a "Freight Train" went through the house. On 11/20/2024 Dixon via phone spoke with RDA consultant "Joe DeCristofaro" and Dixon asked "Joe DeCristofaro" if he was aware of the comment that was made and he said yes that he was aware BUT this was not documented in the final report.

- Reemphasizing again DIXON residence location incorrect rendering the findings inaccurate and not valid.
- Vibra-Tech/GeoSonics states that their seismic studies were performed by blasting activities between the date range of 04/12/2023-10/01/2024. This is inaccurate! There were numerous additional blast that took place during this timeframe including 09/14/2023 that was NOT documented or evaluated by Vibra-Tech/GeoSonics. *** APENDIX B (Summary of calculations TABLE B-1) clearly shows that ONLY two blast from the year 2023 (04/12/2023 & 04/24/2024) was even calculated. What happened to all the other 2023 blast? Why were ONLY two researched? WHY are we hiding other 2023 blast dates, especially the 09/14/2023 blast date? It clearly states by Vibra-Tech that the research being conducted is from the blast dates between 04/12/2023 through 10/01/2024?
- "damage could be attributed to natural age or other unrelated factors"? DIXON residence was built in 2020 only 3+ years old at the time of the 09/14/2023 blast. ***Hussman" residence was built in 2019 only 4+ years old at the time of the 09/14/2023 blast?

- "Conclusion" by RDA Consulting (project #RDA240129) states "It is important to note that these homes have been subject to years of wear and tear"??? Two of these homes are practically new being built in 2019 & 2020.

- again, "The observed conditions are more appropriately attributed to the age of the structures and prolonged exposure to environmental elements" 3 to 4 year old homes??
APENDIX A:
- Letter head dated 12/30/2024 from Vibra-Tech to RDA consulting "Ronny De Aza"
- PAGE 1 of the Apendix A states that the SR 846 Land mine submitted seismic results to Vibra-Tach blasting results for date range 04/12/2023 through 10/01/2024. All blast results between that date range was NOT submitted! Multiple additional blast occurred during that timeframe which are all on record by multiple regulating agencies. Again, WHY are we excluding most of the 2023 blast? WHAT are we hiding?
- PAGE 8 of the Appendix A states: "There were 18 blast detonated during this time period" THIS IS FALSE!! There were numerous additional blast during this date range.
- PAGE 9 of the Appendix A states: At the DIXON residence (Formulas & Equations) utilized by RDA/Vibra-Tech to investigation and calculate their findings are all based off incorrect information which makes all the findings invalid and inaccurate.
- PAGE 10 & 11 of the Appendix A Only a three equations with three separate dates 01/16/2024, 08/23/2024, & 05/02/2024 was utilized? NO dates from 2023 (especially the 09/14/2023 results)? HOW were these dates picked? WAS it because these were the best three dates to cherry pick to get the results you wanted? I feel its a very fare question considering. I feel ALL these are fair questions!

HOW can you justify your conclusions when
1. Everything that was done was based off wrong locations?
2. It clearly stated that their is cracks/damage throughout your report BUT now you state "alleged" damages/conditions
3.It's clear that this entire investigation was NOT done correctly. Stating that ALL the blasting activities during the time frame of 04/12/2023 through 10/01/2024 was evaluated this is completely false without any doubt.
4. How can you determine a conclusion when you didn't even examine all the evidence that is clearly stated you did throughout the report.
This report contains a multitude of incorrect information, misinformation, incomplete information, and pertinent information that is not being provided or documented in this very critical report. Donald Schrotenboer, You made it clear that this entire investigation would be done fairly and non bias (which is not what happened here) .You stated that all the information would be provided to all the parties involved so that we can get a true accurate findings so we can ALL have a definitive answer. I've explained and shown throughout this email that what you have promised has not happened. I have a questions and you requested and stated you are available for answers. Thank you.
