Bill is telling us to put ex felons back to work. His example was of a man that hired ex felons to make upscale shirts for a small business owner and no one knew the difference. He said these people are given a scarlet letter and need to be put back in the work force.
He also thought that every area under economic poverty level should become a center for solar and wind power that is west of the MS.
